skip step 3, 4, part of 5c about rel attribute, 
5b. maybe just 3 of those web sites
6. make up an address for that web site
skip 7,8,9.  Instead of the image map, put links to the four district pages
             directly below the state image.

For each Case, create subfolders named CaseN where N is 1,2,3
in your Tutorial2 folder and place all necessary files in that
subfolder.
